Hey girl!
I don't think it has anything to do with what's cooking in Washington. I think different places just have different policies based on the way they deal with the insurance companies.
My friends at the center where I go that are IVs stay on herceptin forever, unless of course they progress and play with their treatment to stop progression.
I'd dig a little deeper and see what's really up!

'06 Herceptin/Taxol/Carboplatin X 8 (dose dense) Sept - Dec. '06 Navelbine/Herceptin x 8 (dose dense) Radiation & Herceptin Jan. 22 - March 1, 2007 Finished Herceptin Dec. 10 '08! One extra year. Port removed August, 2012. 8 1/2 years since diagnosis! 5 1/2 Years NED!
