Unfortunately you cannot fund a program using taxes from cigarettes and then also raise state and federal taxes on them and not expect a decline in revenues.

You can't have it both ways.

Wonder when we will start to see cigarette commercials on television again... to increase tax revenues. Or am I being too cynical?
