I think you've hit the nail on the head...My insurance only recently started covering PET scans, since they were approved by Medicare. Before, they denied my request for one, after I was declared NED, on the grounds that it would be "investigational in nature", meaning looking for a problem before there was any evidence of one. Perhaps this test is regarded in the same light.
