Linda, here's a link to an article by Tuft's university which talks about the FDA's effort to speed drugs to market, and therefore clinical use by patients. If a drug is showing great promise and positive results in early clinical trials, the FDA will review the early trial results and make a determination whether to approve the drug before it goes through the remaining stages of the trial process.
