The title seems to be rather confusing - the abstract states that it catches 'recurrence' (women with a personal history of the disease), but not as effective as they are in women with no such history [that would be their 'first' cancer, I presume]
So the title should have been 'Mammograms more effective at catching 2nd than first breast cancers early'.
However, based on my personal history - my recurrence was neglected for 4 years because it had been read as 'scar tissue' - statistics or study result really doesn't make any difference to the individual who has suffered from the consequence of those errors.
