What really is Hormone Negative

It is obvious if you are ER 50% then you are estrogen receptor positive. But what if you are ER - less than 5% (or PR less than 5%). Are you positive or not? The literature is very confusing on this some saying negative while other articles say negative or less than 1% is negative.

Does anyone have any thoughts on this?
