My onc. did tell me that Herceptin would be more effective if HER2 3+, rather than in my case, which is 2+, but I think that money may be behind this comment, as we are having trouble here in the UK getting the drugs (particularly Herceptin), that we need on the NHS, due to the cost.
It doesn't make it any easier!
