If there's phase 3, were there p1 and p2?

Hello,

There is a partially blind phase 3 trial (SOFEA) comparing Fulvestrant +/- Anastrozole with Exemestane. Since it's a phase 3 trial, must there were phase 1 and 2 trials? If so, does anyone happen to know where to find results for the correspond phase 1 and 2 trials? I needed to know the effectiveness of Fulvestrant + Anastrozole. A great many thanks.
